The government of Telangana participated in the conclave of State Higher Education Ministers 2025, organised by the Department of Higher Education, Government of Karnataka. The Conclave focused on discussions surrounding the draft University Grants Commission (UGC) regulations for the appointment and promotion of teachers, as well as grading parameters for Higher Education Institutions under the National Education Policy (NEP) 2020.
Representatives from Telangana, alongside counterparts from Himachal Pradesh, Jharkhand, Kerala, Tamil Nadu, and Karnataka, engaged in deliberations addressing key policy concerns. A joint resolution was unanimously adopted by the participating States, highlighting issues such as the protection of State governments’ rights in appointing Vice Chancellors, the need for a re-evaluation of faculty appointment criteria, and reconsideration of the removal of the Academic Performance Indicator (API) system. Additionally, the resolution stressed the importance of a balanced regulatory framework that does not disproportionately favour private institutions over public universities. The conclave concluded with a strong demand for the immediate withdrawal of the draft UGC regulations 2025, said an official release.
Officials who represented Telangana at the conclave include Industries and IT Minister D. Sridhar Babu, Chairman of Telangana Council of Higher Education (TGCHE) V. Balakista Reddy and Commissioner of Collegiate and Technical Education A. Devasena.
