The Kerala High Court has ordered that those who do not hold a valid certificate of vending and photo identity card issued by the Kochi Corporation shall not be permitted to carry out vending operations within the Corporation area.
Justice A.K. Jayasankaran Nambiar, while disposing of writ petitions related to street vending, observed that only those vendors whose names featured in the list of authorised street vendors published by the Corporation and who held valid certificates of vending and photo identity cards issued by the Corporation shall be seen as authorised street vendors.
The court also ordered that the monitoring committee and Jagratha Samithis put in place by the court shall continue to function for a further period of six months or till such time as the authorities under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act established their own regulatory mechanism, in terms of the statutory provision.
The court also directed the Corporation to ensure that the exercise of shifting authorised street vendors currently operating in non-vending zones identified in the approved street vending plan, to the nearest vending zone identified, was completed with the aid of the monitoring committee within an outer time limit of three months.
